yes, nina sells lq mats (expensive). some plp, such as yourself discover late the value in developing production skills and will spend 3-4g buying mats from nina to get to t3 skills. u will want t3 skills at lev 61, thats when you will start getting 100% t3 mats. right now you should be getting mostly t2 mats and some t3.
You can buy t2 mats from vellon in uru (also expensive) but at t2 you will also need herbs for scrolls and pots. the only way to get these is to buy or farm.
and lol, while im on the subject, imho,they have buggered up scrolls and pot production, herbs in swamp of dawn (and i have yet to see a farmable tree there) are the same t3's found in uru, aew, and fos. this makes production of t5 scrolls and pots which require t4 herbs a problem.
