Promo deals like that always look bigger on paper. They get to write off the retail price of the items on their taxes and also get a bit of advertising to boot. Toshiba/Samsung/Netflix are all getting plugs in this deal for the cost of manufacture. Sort of like gameshows.
Also, I hope the winner of this knows he or she will be taxed on the retail price of the items in order to claim them.

Yep, exactly. The kicker is, sometimes the prize-givers will offer to pay the taxes. Then the winner has to pay taxes on THAT amount, LOL. Gotta love the IRS.

No one is scamming anything, here. As dubious as some of us think some business decisions have been made, I seriously doubt they would try to do anything illegal.
