It is not entirely up to us to say whether members are active or inactive in-game. Some members go on hiatus but they do come back to play. It is up to members themselves to voluntarily pass the silver reward to the next runner up if they know they will be inactive indefinitely. Other than that, members also have every right to keep the silvers in the case they become active in-game again.
However, we do not "keep the silvers for the members" on our account. They must come and collect the money in game off us, even if they are inactive for the time being. If they do not come and retrieve the silver reward within a reasonable amount of time, the reward will then go to the runner up.
