With only needing 20 volunteers, my assumption (and you know what they say about those) is that if they posted something like this on the officials, then they would get hammered with thousands of PMs not only with required information, but stuff like "pick me!!!! pick me!!! I'm the best!!!!" crap.
Dunno.
I do think that it is very considerate to think about this fansite though and let us know about it.

OS, I am assuming (again, you know what they say about that), would be like Windows 2007, windows Vista, etc.
