How many level 43's can you have?

I was in millenium Robo kq, and usually there isn't many people over lv 40, but this time there was, alot of them. Weird enough, the party I joined had all lv 43's (weird) and then me, (I'm level 43) pretty freaky, take a look. Has this ever happened to you?
