You can donate at any level. The actual diplomatic quest is at Lv20;two separate thing.

Yeah, I don't quite understand the diplomatic quest thing either. :] I usually just donate it...

When you gain a certain number of regional points I believe you can trade it in for something... not sure.

Let's just say it isn't that important especially now cause it's CB.

So if you feel that it's taking up space... chuck it. OR you can go into Realm1 and see if anyone is buying them.

Oh okays,
another question,
At what lvl is soloing the instance dungeon easy?(15-25)
And they drop better lvl 15 armor. How about the weapon?
And if you get your armor to +3, should you get the lvl 25 armor or just wait to you can do the instance for that lvl and get it?
And are ethrelics only dropable by normal mobs? Is there a way to buy them or where the drop rate is increased?
