Photo manipulation is taking an image (ie. photograph) and applying effects, etc. If you had already hand drawn the image and just adjusted it then it isn't photo manipulation per se.

*drum roll* Voila! Heres my picture >.< The theme is smile, and thats a butterfly on the chibi's arm >.> For some reason the hair turned all patchy when I uploaded it.She has cat ears and a tail too but its barely noticeable
