Drag the shield scrolls into a box to make a shortcut. You can do this with potions, scrolls, equipments, and CS assessories. You can also do this with the general production skills icons. However, you cannot do this with individual productions.

Click on each one. There is one that you need to click something else. i have had that happen to me before. I just go through the lsit clicking each In Progress and it makes the orange Q turn to green

I had this problem with my Goblin Captain's Caps quest.
I thought I should have been able to keep accepting it but the quest wouldn't even show up for me.

but empowered shield scrolls are teh sexXx! xD, really tho, i think its jus a glitch wen theres more than 4 quests, its happen to me before 2, what i did was complete a quest and then got the new one an it dissapeard. i may be wrong but i dunno, it worked for me xD.....BUT really what does empowering a scrl do?????

This happened to my alts, reason was I gave up on a quest, then the Q turned orange though when I clicked the NPC everything said In Progress... Then I had to look for the quest I gave up on, and accept it lol.
OT~Yes, WTH with the shield scroll empowerment O.O
