i would do kq's and when your done with the kq do the quests that the npc's give to you
it is a good way to get exp for finishing and training.
plus you get money and sometimes get some useful items.
so do kqs and when your not kqing do quests

When I was lvl 13 I just stuck to doing KQ and my quests. I grinded in FoM if I was in a party maybe. Getting to lvl 20 only took me 1-2 days if even that.
