Sea of Greed
When I was that lvl I trained on Mara pirates in sea of greed, mainly the sailors and elites. Whe I had a buff I would go to Smart phinos and Kebings
ps: Mara KQ is alot harder nowadays (think about where all the lvl 20 clerics with revive would go)

Sea of greed is a good place for you to lv, Just Becasefull of the mara, she kill good with your kinda lv unless your higher then you can kill her easy.
Here the List of monster 18-19 Lv
Mara Pirate Elite
Speedy Boogy
Joker Kebing ( Forest of Tides and have good Exp)
Smart Phino ( Same on top But Little Harder)
