Might be a Prison glitch, some of those people were prisioned, or perhaps a KQ one, where the KQ players appear in other zones or something. I will look into this as it intrigues me.

*actually my friend EliteAlien had this same glitch in the Goblin Camp when he was with me. When you are a level 21 cleric going into the Goblin Camp with a level 38 mage as your protection you need LOTS of SP pots and God on your side. But you can get 500xp in a minute.
