yeah. that wouldn't be plausible. the ratio of well meaning players to idiots tends to be pretty high (i.e. 14:1) so even if that idiot started a pointless vote, who would vote yes?
the way i see it, the vote must get a significant majority, like say 2/3, to pass. that way people cant get random kicks from an idiot starting a vote and saying "vote yes" and all the noobs listening and just voting mindlessly.
