I'm not exactly sure what you are asking about?

If you would like to get World DJ you'd probably have more luck going into the XO Quiz field or one of the caves and just copy and paste the shout box. Or having a very, very long conversation in Elderine.

If the shout from bots/spammers are getting in the way, simply right click on their name and Block them.

Using any sort of 3rd party program to shout for you is against ToS of Fiesta and will most likely result in a ban.

You may not leave an Outspark Account logged into the Outspark Service while unattended via either a software applications or physical object(s). If your Outspark Game persona is performing an action of any kind, you must be able to respond to an Outspark representative if approached.

Therein lies your answer.

The easy ways to do what you want to do have been blocked by Outspark, anyways. Not all of them are, however.
