If you think about it, if you're going to make such a rule, it should apply to all areas of the forum, the same as if you are allowing one part of the forum to dismiss this rule. It should either be global, or not, and I personally don't see a need for it, as like I said, there is a far, far differene between stating a fact about a person, and flaming or harassing them.

It's up to the guild mods to decide what is against the rules there. We don't get involved in guild forum affairs. :x
I think you make a good point about the anonymity rule, though.
