Hes usually out and about throughout the game world before maintenance.

Well, from what I see. I've seen him a couple times before maintenance.

lol as far as i know its not a bug, but intentionally deactivated. The reason are hackers. U can, if u trick the client, "hit" the orange bar right after gathering started. That way u could mine much faster.
