You can buy scroll recipes from Skill Master Ruby in Roumen

Click on the 3rd square at the top for alchemy Skills, flick through the pages using arrows at the bottom...

Higher level scrolls can be found from any of the 4 skill masters in Elderine as well...

Some recipes are not available from the NPC. These recipes can be found from drops in the Battlegrounds.

There are also some that can be purchased with fame at Item merchant Nina in elderine.
