T2 vitality

I was wondering where do you get the T2 vitality production skill? i've chacked EVERY skill master(roumen,elderine,uruga) yet have not found it. ty in advance.

It's supposed to drop from specific mobs. Kebing Speeder is one of them, I think. Not too sure though. But even so, the chances of it actually dropping is very low.

Wow the drop rate must be really low with my rotten luck I probably will never get one of them. they say that only 3 people on teva actually have it. now that's rare.
