There are still several past Smash Bros. fighters who have yet to be confirmed for reappearance in Brawl. Rumors suggest that not every character from the past two titles will return, and that some who do come back may be updated with all new movesets and control styles. Here's the list of those mascots who are still on the fence: Captain Falcon, Dr. Mario, Falco Lombardi, Ganondorf, Jigglypuff, Luigi, Marth, Mewtwo, Mr. Game & Watch, Ness, Pichu, Roy, Sheik and Young Link.

I can't find where it says characters are returning. That isn't fact..thats all rumors and hope of what will happen. But I bet nintendo is gonna get rid of most of the characters from the previous ones.

the 2nd link have it. There are 10 old char there and plus the others in the site said by rightclaw makes total of 21 old chars, so 4 are gone

All of that is rumors, not from the official website, so you can't take it as fact.
