I thought the game was pretty self-explanatory on that part.
A license on your weapon will increase your damage by a bit against that particular mob. More bonus is added as you kill more of the monster and gain the higher titles for the license. If a license is for a high enough level mob, then it will also eventually start giving out bonus % to your critical rate on your weapon. |

haha, I know what you mean. The damage added is not really noticeable until later, and even then, as was discussed in another thread, it will at most make you kill the monster in question with 1 less hit than normally.

Well I never knew you couln't level up a gray monster. Good to know!
Yet, I do have a question: Does the crit rate bonus affect the weapon crit over all, or just toward that particular mob?

yep, crit bonus is overall for the weapon, against any monster. (or players, in pvp)
would be pretty useless if it was just against that mob. x3
