Yeah, Shutian first. Then Sean. Keep in mind that you'll need to talk to Shutian twice, first is for all the chit-chat and the second is for activating the quest, after which you'll have to go to Sean. Your skill master comes afterwards, after you've upgraded. It's always been like that and I don't think it has ever changed.
