Fear is the biggest pain in the ass skill that mobs can cast, IMO. The second would be the SP drain that gets cast in some higher level mobs. In mini dragon, the tank is guaranteed to be feared at least 3 times. Not a big deal because multiple people should be tanking, anyway. What I found was my archer would draw enough agro that I became the tank at that point. If you pick up agro, run the dragon back up to the ledge and stone/pot/pray you can hang on until a tank can take back over. In my case, it would usually happen when I would get feared, since most tanks would not use mock to get agro back, enjoying getting a breather from taking the heat (or they were just too stupid).

If you want the tanks to take aggro back, you gotta make sure you're not spamming your skills at the same time (unless u're cleric you should be spamming heal to stay alive xD)

Lol one of our tanks (not a main one...we had 2 main and 2 backups...but they went in at the same time) died like every 2 sec and I kept reviving and rebuffing...I wasted so many sp stones xD
Can more than 1 person be targeted with fear (from a monster) at the same time? And also will a higher leveled person on a lower monster have less of a chance of being feared (like if I went to kill ghosts now at lvl 47 vs. when I had the quest).

I don't think higher level reduces the chance of fear.. considering Helion's lvl 100+ was stunned by the lvl 6 mushroom fighter LOL!!

But Fear isn't an AOE, so it would only target 1 tank at time.. though that doesnt stop the MD from casting fear, and casting fear again on the 2nd tank...
