this means that the legals maybe really did all vote together or split their votes between ivra and blaaah

You've just mentioned about all the possibilities that could happen..

I think with such a spread in votes.. I think Ivra and Blah was just unlucky.. It's not like the legals could work out that they have special roles, and to tier up together on the first day would make it too obvious (I don't think legals usually vote together on the first day.. coz there's no need to)
