Waterfall is a physical move, and Gyarados is a physical attacker. Waterfall is an excellent choice for Gyarados, whereas Surf is special and therefore is not.
Buizel's fully evolved form is Floatzel. Buizel therefore is obsolete.

Dragon Rush is a waste, and Dig is useless. Crunch does not give any STAB bonuses. Earthquake, Outrage, Dragon Claw, and Stone Edge are a much better moveset.
