Since you've already lowered the cooldown slightly, you might as well go ahead and throw an additional three points in. I've never found it necessary to have cooldown decreased, however.

The pros-cons to END:SPR is that you have more HP to take hits with, and a larger SP pool to heal from. Your stones also have more effect for the same price as another cleric's your level. You also have an increased critical rate and block rate as well.

However, if you ever choose to solo, you will kill very, very, slow.

At level 16 I'd say you should train on Boogies or Mara Pirates/Sailors.
