I see. Then you would have room for more active people. You could do it like this. If there is a person wanting to join, they fufill the requirments, and you know they will be active kick someone not doing there part if there class is full, and put that person in. And for the ones that are not full keep intill they are, or kick if you dont like them. =P

I just saw two guilds kicking the crap out of one another in Elderine. =O
