Learning Scroll drops?

I did a search of the forum, it seems that some learning scrolls can only be obtained via monster drops. I now have some 1300 skill points into scrolls and am seeking "shield increase"[2] and "power increase"[2]. Can someone tell me what might drop these items?

The same issue is holding my potion making skills back but I don't have the details with me right now.

It also seems that these learning drops can occure even if you do not have the correct skills to learn from a dropped scroll. Is that true? My lev 34 nor my two lev 27's have ever seen a learning scroll drop.

On another matter, are there licenses for all monsters above Ratmen?
I would love to find licenses for Prock Zones & Little Lizardmen!

Power Scroll[2] can be bought from the Skill Masters in Elderine. Might be on the second page. The Shield Increase[2] has to be obtained from mob drops. They are rare drops... or you can buy them from players though I don't know how much they go for in Teva.

All drops occur whatever level you are and is not limited to what sort of skills you have learned.

Teva's prices are high for those. I purchased mine for 400s, while some of those recipes have been selling at 4g. They are a rare drop.

I'm looking for a Shield increase T2 myself.
