It's not pushed back. It's always being worked on. Process used generally is when changes to gameplay are made, they test it out on other versions of Fiesta before applying to ours.
Also, most CS items just require the developer to "turn on" with minor cases of text corrections. A bulk of the items are already in our database where I just have to turn it on in the shop.
For example, I have a Black Tuxedo/Dress with Resist with M. Def that I haven't turned on yet but I could do it in 30 seconds or less.

Perhaps another storage keeper in that area would be nice? Because usually when vending, you gotta go to storage first, then when you're done, you go to the storage again, to put your items or money away.

It's just that with all the discussion threads on the forums, the ones that Dakkon made about class balance issues and stuff, it's getting my hopes up. I've heard tons of bad news for archers at high levels, and it's really discouraging. There's just nothing to showcase the work that you've done, I think.

But they don't do the work.
They have to wait for it to be done, then tested on the other Fiesta versions, then we get it... and hope that everything has been translated properly, and won't mess things up too bad.
I'm sure that if they wrote it themselves, most of the problems that exist wouldn't.

That's the point o: They don't have anything to show that they've done work on it, which means that some people will think that they're NOT doing any work on it.
So like, if you ordered a muffin, and you sat down at a table and waited for the muffin. You look at the waitress, and she's pouring coffee for someone. It's not like you know that in the back kitchen there's chefs icing your muffin for you xD

They wouldn't make something in their version, then just choose not to implement it. Especially since their version is like 3-4 years ahead... But wouldn't testing include player feedback? They don't have player testers.
But wtf, doesn't anyone else see the dumbness of making something in a different version of the game, and then putting it a version other than the one it was made for? v.v
