Power scroll isn't implemented in the game yet. As for Shield, do what Blah said and use the arrows at the bottom of the Alchemy tab at Skill Master Ruby. It's there somewhere.

The Power Scroll is implemented it jus has a typo
its the Dark Blue Scroll and @ Blah the shield an MDef scrolls are two different scrolls
...or correct me if thats not what you meant.
