[Outspark] Emergency Maintenance 7.17

We'll be bringing down all Fiesta servers for an emergency maintenance starting at 10:30am PST to 12:30pm PST.

We'll be addressing some server latency issues that have recently appeared.

During this time, access to Fiesta servers will be unavailable and we will be issuing a 2 hour extention to all Premium Items for the downtime.
