Magic missile will be too weak anyway at later levels compared to other skills even if it's empowered in power. It is better to empower a stronger skill (say Fire Ball or something) to boost the damage, so you can deliver large blows. Spamming magic missile in PvP will only get lower the chances of you winning.. I find that when you PvP as a mage, you gotta be able to kill in a short amount of time.

Purge is useful in PvP but not useful enough to invest skill points in it.

Stifle would be something more useful to invest in if you want to PvP. Either in CD or in duration. Not sure, I'm still one level away from that skill so I haven't been able to use it yet.

If you're really eager to put all your points into PvP, then I guess you could do both Fear duration + CD. But... keep in mind that investing so many points in PvP disabling skills will render you not so PvE-efficient.. but that's your choice/preference, I guess. xD

But yes, I had put in duration for Fear and I like it. I haven't not empowered the CD of it though.
Stick with duration on fear and stifle. They give you extra time in between onslaughts to plan your next move. As far as damage, Fireball has the best of all the spells and FireBolt lvl 8 is good too if you want two high damage spells. I kept my Firebolt at 1 so I could spam it, but in PvP situations I crank up the damage to lvl 8 for high damage. I took the cool down off of it and placed it on Fireball, as Fireball does more damage. Max Cooldown on Nova is good, but don't empower the damage on it or magic burst....it's a waste. Another theory I had recently tested is Lightning Blast: The level 89 version of this spell does 778 ~ 974 (+420 Max Damage Empowerment) MDMG, Making it the second most powerful single damage spell in the game before the cap raise. Plan accordingly! *Sidenote*: If you're gonna do cooldown try it on the most useful spells. A mage needs to kill quick, not status effect his opponent (that's what archers do). Make sure you lern the durations in pvp and maximize your attack set's weaknesses.
