Cable cuts happen all the time. That is why most colocations have multiple providers with the demarcs coming from multiple sides of the building.
For that reason, and the cable cut being in a city other than the colo that houses the servers, something sounds fishy to me. A cable cut that remote should be solved easily by some BGP edits.
