Most people want to fully-enhance equipment with particularly good stats. They don't want to risk it breaking at all so use CS stones all the tiers until 9 =)
Sure you might save a little real-money, but might spend much more in game-money than is reasonable. Gotta be lucky to get something to +6 with breaking, especially with higher equipment tiers.
