from personal experience, I wouldnt start one until lv 50. Actually, if you have a decent bit of cash, and a lot of charisma, then you could do it. But, you need the charisma to convince people to actually leave they're other guilds, and the dedication to build something worth joining. Its quite a task. also, people sorta depend on you to do stuff for them, unless you can find sweet admins.
But really, it shouldnt be tooo hard. Just think about it before you do it!
Edit: I just read the post above, and lol @ your attitude. Dude, first of all, they dont post that it only takes 3s to start a guild in thier ads. They are in no way advertising that. And if they did no one who hadnt already joined would know what a silver was anyway! You actually have to walk down to the guildmaster yourself and talk to him to see him say that, which noone tells you to do. OS isnt advertising that. Additionally, it isnt real money anyway.
