He says he can't get eBay/PayPal.
But now that you mention it again, there are other ways to pay for stuff sold on eBay. It just takes longer and it's a pain for the seller but some sellers (like me) choose to accept cash/money order/check.
If you can pay for something sold in the store, then surely you have one of the above, right?
