What was the problem with the Skill Restat scrolls?

I didn't see any complaint threads, so they must have worked...

I think it's because they were tradeable.

A day or so after they were released, they were removed from CS.

They still are tradeable. You just can't buy them from the Cash Shop at the moment. I saw someone selling them for 80s each yesterday.

They only cost 20s O.o? Wow, that would be cool to have some then. But, they won't be tradeable when they come back.
