They are rare spawns. I think the mutant wolf is in Moonlight Tomb or Sand Beach, and the Boogy King is in Sea of Greed.
I think.

Mutant wolf = FoM
Boogy King = SoG
they are rare spawns that drop weapons, If i remember then spawn every few hours in certain co-ordinates
