skill empowering

I recently Emporwered a fire bolt 5 points, in the Cool of time section, i pressed the up arrow there, then when i looked at the skill again it had (15.0secs)(3.0secs)

Does that mean i friggin added more time to the cool off or does it mean that i subtracted 3 secs off the 15 secs to make 12 secs?

Im lost can someone set me strait.

It means you subtracted... if you empower cooltime it always subtracts. It is stupid if you added to the cooltime...

It'd be a bit easier if you take a screenshot.
