I partied with a level 21 archer.
Yes an archer, NOT a HawkArcher.
I was surprised. HE couldn't use his skills, he couldn't ride a hobby horse, then I finally told him to go to Forest of Mist.

I thought it was quite obvious that you needed to do the level up quest. Yet there are some people who only grind and never find out about it.
