I think we're all getting dereppd by the same person, since I got a "ur user title is offensive >.>". (This was for my "Form of... An STD!" title.)
Whoever they definitely needs to become less hyper-sensitive to everything, or stay away from the rep system. Actually, the derep didn't bother me at all. I kinda enjoyed it. They must have forgotten I wanted red a few months ago. >D

Rep power is determined by how much rep you have... So a high-rep can derep or rep you by a lot, but a newer member can't.
I have 0 because... Well, I have almost -1000 points. xD And it wouldn't makesence for you to lose -4 (example) rep if I tried +repping you. So it levels off at 0.
