Your best bet is probably Luminous Stones and/or a good party at Moonlight Tomb. Next best thing is if you can get into a KQ.

If you want to solo, maybe try Burning Hill.
Or, I think I went to Sea of Greed via Elderine and just killed the easier phinos and stuff there.

I did that (Phino's and such) until I was 24. May take a bit longer, but in the end you don't waste more points by dying than to try something dare-devilish like going to BH. I think I wasted more pots/stones in BH than it was worth the time. But if you're partying its ok to go there. There's people who should have your back, since everything is in such close quarters there. Really gotta walk carefully.

Well, when I went to BH it took awful long to go by Elderine @__@ that's why when I got there I was sure not to die.

Forest of Mist/Sea of Greed is probably the best until you can take a hit from grave robbers as a mage.

If you are soloing, it may be best to stick with phinos and kebings because mages have bad defense sadly. It would be smart to stock up on some defense scrolls and if you can find a party with a good cleric I suggest you try to go for burning hills. =)
