As in just viewing it, or opening each frames?

If it's just viewing it, the windows picture viewer things works?

Or if you're talking about frames, Adobe Image Ready works as well. I'm sure there's more programs but that's the only one I know how to work with (kind of).

Adobe Image Ready is not hard to use. It can only do basic things so it shouldn't be too complicated. What are you trying to do?

My current avatar is supposed to be a .gif. I'm trying to resize it so it will fit the forum size requirement.
