It is selective, at least for the first two phases. The e-mail you probably recently received is most likely a reminder that you signed up some eon ago. If it's the one where it tells you to pass on two more beta keys.
27th is Phase 1 not the "everyone-who-signed-up-for-beta" gets in CB. Or so the whole forum has deduced by now as it doesn't specifically say Phase 1.
Keep checking inbox up until the 22nd to be 100% sure you get in on the 27th. That's the latest they'll send the confirmations.
