Note: All Quests Titles must be different. Any quest will work for this but if you do a repeatable quest it will only count for you once.

Preferably, you should relog before you hand in all your quests at once (just as a safety measure. It is optional). But yeah, just make sure all the rewarding NPCs are in the same map. If you change maps in between, you won't get the title.

it would probally be easier to do the Herb Plant Set from level 25. You would need 250 of each type of herb to do this.
