Mara pirates til at least level 26. A mix of the basic sailors at level 20 and boogy's at sea of greed. Then at about 24, train on the elite's and pirate sailors, the one's on the Eastern island at sea of greed (where Mara resides). Once you hit level 26, see if you can take on burning hill, that's the best place to grind until level 30 or so, at which point you should train at moonlight tomb. If at level 26, burning hill is too much for you, continue to train at the elite's until level 28 (the armor and skills at level 28 should give you enough fire power/defense to take on the grave robbers). The only licenses I recommend you imbue on your weapon are grave robber licenses and mara elites (the pink ones, forgive me if I'm not using the correct name). If you feel you need a license for any other mobs, be sure to imbue on your weapon. Remember that licenses give you bonus damage on the mob they're designated for. More damage means quicker kills, which means quicker levelling.
Ensure you do kingdom quests as often as possible, not just to increase the rate you level, but to prevent bursts of insanity from excessive grinding.

At lvl 20 I suggest forest of the mist... Particularly boars and ratmen.
