If you're looking for the best of the best I think that'd be the GeForce GTX 295 or Radeon HD 5970 at the moment. I'd go with with Nvidia if I was lucky enough to have to decide between them.
You don't want either of those though. Well you may want one, but for your system it's no good. Judging by the cpu alone it looks like an older machine and even if you were able to install them on that machine, which I doubt, they're waaaay overpowered for that rig and you'll just run into massive bottlenecks with your cpu and ram and all that power will just go to waste. Plus they're like $600 or more.
Need to know if you have a PCI-E slot or just AGP.
If AGP, I recommend the Radeon HD 3850 AGP. You should be able to find one for around 80 - 100 bucks or so. It's what I have in this system and I think it's about as good as it gets for AGP cards, which are pretty much obsolete now. It's actually a fairly potent card though and even with that you'll still have bottlenecking problems. I have an Athlon 64 3300+ and 2GB ram and my cpu chokes my system on newer games.
A few things to know about that card first though. Driver installation is problematic and you'll likely have to manually install them. Not that difficult really, google around and there's help to be found on that easily enough if you don't know how. Also, it's pretty power hungry. You're going to need at least a 450 watt power supply with 30 amps on the 12 volt rail and two free 4 pin molex connectors. You'll probably need to upgrade your PSU like I did.
If you can go PCI-E, I don't really know what exactly to recommend, but I wouldn't recommend going with anything too extravagant unless you're also going to upgrade your motherboard, cpu and ram. I'd just shop around for a relatively cheap sort of mid-range card. Just make sure you do your homework first to be sure your machine can handle whatever you get. Make sure you meet the power requirements. Browse around on some sites like newegg.com for something in your price range and check the requirements in the specifications section.
Good luck.
