What's wrong with topless sunbathing? Men are topless, should they have to wear a shirt too? Much like Bela said if you know that particular beach has women topless then simply avoid the area. I'm sure there are places which do not have any of that. They also have to keep in mind that this isn't their home country either so they should expect that it'll be different in many aspects.
On the other hand, if you're sun bathing topless -- which isn't a bad thing, I understand why they'd want to -- keep in mind that there may be people who are not as comfortable with it. I'm sure that if it is a popular beach there are families who would rather not have their kids oggling breasts. So if you have to do so... perhaps without blocking your sun hide it a bit too. And when you're done remember to put that top back on?
