Those capped players are GMs i believe.
Have you done the Stone and lumber quest.
If you did.
Continue on.
Its a continuous quest.
Keep doing the quest until you get the cloud.
Lvl 15 ethyr skills is the quest you get from Ziola.
I belive you get that quest at lvl 13....
