u can buy it OR get it from quest... i think the quest starts from the NPC in Elderine that u buy archer skills from, and the quest takes u to the NPC in FoM and u gotta talk to it and kill procks and stuff i think.. i cant remember exactly wat u had to do...

If u cant be bothered doing the quest (though i highly recommend u do) u can buy it from Merchant Nina in elderine using ur Fame points...
