A few states have allowed union of two people of the same sex under "Civil Unions and Partnerships" but did not and could not recognise their marriage because of John Howard's iron-steel attitude (for example, he threatened to overturn the ACT's decision to allow same-sex marriage when he was in office). Rudd is also the same as Howard in this issue.
We won't see any major changes, I think, very soon.
