You could try the trial for Photoshop, or buy photoshop elements, its cheaper but not as good... OR try
GIMP, a free alternative xP
But don't quit with your first sig!!! I first opened PS and I had no idea what-so-ever and now I'm making a lot of sigs *o* [Though right now I'm out of ideas so I'm on a little break xD]
